Nevada’s cannabis industry is governed by the Nevada Cannabis Compliance Board (CCB), which assumed regulatory oversight on July 1, 2020, when authority transitioned from the Nevada Department of Taxation. The CCB is charged with protecting public health, safety, and welfare under Nevada Revised Statutes Chapter 678B.
NRS 678B.010 states clearly: the purpose of licensing cannabis establishments and registering agents is to protect public health and safety. Fingerprint background checks are a core mechanism of that protection, screening applicants through the Nevada Department of Public Safety (DPS) and the FBI.

- Owners: Any person with an ownership interest must obtain an agent card AND separately submit fingerprints for the establishment license itself.
- Officers: Corporate officers, managing members, and executive leaders of any cannabis licensee are subject to mandatory fingerprinting for both the agent card and license application.
- Board Members: All board members of cannabis establishment entities must be fingerprinted. Medical and adult-use applicants may require separate fingerprint sets for each license type.
- Employees: Every employee at a cultivation, production, dispensary, laboratory, distribution, or lounge facility must hold a current agent card before beginning work.
- Volunteers: Unpaid volunteers performing work at a cannabis establishment are subject to the same registration requirements as paid employees.
- Contractors: Independent contractors whose work brings them into a regulated cannabis environment must also hold a valid agent card.

How to Get Your Nevada Cannabis Agent Card: Step by Step
The agent card process follows a specific sequence. Steps cannot be reordered. Most importantly, you cannot be fingerprinted before you complete your CCB application and pay your fees. Here is the complete process:
- Register and Apply Online. Create an account on the Accela Citizens Access portal. Complete the Agent Registration Card application in full. Select all establishment categories that apply. You may select multiple categories, but each requires a separate $75 fee.
- Upload Required Documents. Submit a copy of the front and back of your government-issued photo ID; a passport-style photo and signature; the Applicant Required Attestation Form; the Applicant Dispense/Divert Pledge Form; and the two-page Fingerprint Background Waiver.
- Pay the $75 Registration Fee. Pay $75 per establishment category through the CCB portal. All payments must be received and processed before the CCB will issue your Fingerprint Submission Form.
- Receive Your CCB Fingerprint Form by Email. The CCB will email you your Fingerprint Submission Form after your payment is confirmed. Do not accept this form from anyone other than the CCB. Any fingerprints taken before receiving this form will be rejected and you will pay for a new set out of pocket.
- Visit Fingerprinting Express for Livescan. Bring your valid government-issued photo ID and your official CCB Fingerprint Submission Form to any Fingerprinting Express location. Walk-ins welcome. We transmit your prints electronically to Nevada DPS for your FBI background check.
- Receive Your Temporary Agent Card. Once the CCB confirms receipt of your complete application, confirmed payment, and fingerprint submission, a Temporary Agent Card is emailed to you. This card is valid for up to 90 days while the full background check processes, allowing you to begin work immediately.
- Receive Your Permanent Card and Stay Compliant. After your background check clears, your permanent Cannabis Establishment Agent Registration Card is issued. You must file an annual affidavit with the CCB one year after issuance. The affidavit form is available on the CCB Industry page.

Livescan Is Mandatory for Nevada Residents
Nevada residents must use electronic livescan fingerprinting at a Nevada Department of Public Safety-approved facility. Physical ink fingerprint cards (FD-258 forms) are only accepted for applicants being fingerprinted outside of Nevada, who must mail their cards directly to:

One Set of Fingerprints for Both Medical and Adult-Use (Employees)
As of January 2021, the CCB consolidated fingerprint requirements. Employees and contractors applying for both a Medical Cannabis Agent Card and an Adult-Use Agent Card only need to submit one set of livescan fingerprints. However, owners, officers, and board members may still be required to submit separate fingerprint sets for medical and adult-use establishment licenses. Disqualifying Offenses
The CCB will deny or revoke an Agent Card if an applicant has been convicted of an excluded felony offense, defined as:
- A Category A felony conviction within the last 10 years, OR
- Two or more felony convictions within the last 10 years.

Special Requirements for Cannabis Owners, Officers, and Board Members
If you are an owner, officer, or board member of a Nevada cannabis establishment, your fingerprinting obligations go beyond the standard agent card. NRS 678B requires that the establishment license application include:
- A complete set of fingerprints from every proposed owner, officer, and board member.
- Written authorization permitting the CCB to forward those prints to the Nevada Central Repository for Criminal History and the FBI.
- Full name, address, and date of birth of each owner, officer, and board member.
